During the night of April 8 into the morning of April 9, 1958, J. H. Neal was sleeping in government quarters near the beach at Keta, Ghana. At about 3:30 a.m., barking dogs, ducks, birds, and other animals awakened him. He saw an intensely bright light rising slowly from the sea near a coconut tree. The object swayed like an anchored boat and remained nearly stationary for about an hour while its brightness alternated from side to side. Around 4:30 a.m. it climbed until it was almost directly over the quarters, remained there until about 5:00 a.m., and was gone by 5:30. Neal later learned that two senior European government officials had also observed the bright object earlier in the night. On the following night, the animals again became agitated as a similar light rose from the sea, hovered higher in the sky for about an hour, and climbed away around 4:30 a.m.
