Lieutenant Sebastián Mancha, also rendered Macha in catalogues, reportedly saw two very small figures near Lake Ceulacocha in the Peruvian Andes at about 5 a.m. in September 1965. Sources alternate between September 5 and 12. He was described as an officer or local official associated with Santa Barbara, near Huancavelica.
The figures were estimated at about eighty centimetres tall and reportedly walked on snow. In the version used by Vallée and Gordon Creighton, they entered an object that departed with a thunderlike noise; traces in the snow were also claimed. Other retellings merely have the figures disappear and supply no craft. Wider reports of lights over Huancavelica form a separate context, not additional witnesses to this close encounter.
The source chain includes September 1965 South American newspapers and Flying Saucer Review. It gives almost no dependable clothing, facial or craft-shape detail. The plate uses the boarding variant, with small unresolved figures and an indistinct vehicle, and labels the vehicle outline interpretive rather than presenting a detailed craft design as testimony.

The programme follows the September12,1965 boarding-and-noisy-departure variant. Catalogues also give September5 and variants without a craft. The nearby multiple-disc sightings are separate reports, not additional witnesses to Mancha’s encounter. Figure and vehicle details remain sparse and unverified.
