Case description
APRO's November–December 1973 Bulletin reports an incident said to have occurred at 2 p.m. on 18 August 1972 in Ixtapalapa, Mexico. Mason Raymundo Villegas Alvarez and his eighteen-year-old assistant Pancho Torres were working on a second-floor roof drain when they heard humming. Initially attributing it to a nearby radio tower, they then noticed that ordinary daytime sounds seemed to have ceased.
Two figures appeared approximately fifty metres away. Crucially, APRO describes them as about 2.5 metres tall, rather than the small humanoids of the imported shorthand. Their bright silver clothing resembled fish scales; their broad bodies supported rounded but elongated heads enlarged near the chin. Alvarez described greenish raised eye-like bumps, small ears, no visible mouth or nose, four pointed fingers and large webbed feet. Their walking appeared to float. Torres initially suggested costume masks.
As the figures approached, Torres held up his shovel and Alvarez his trowel defensively. A woman carrying milk came around a corner; the figures moved toward her and disappeared in rising dust. The men reported lasting anxiety, with Torres later moving away. The story surfaced in May 1973, months after its alleged occurrence. APRO explicitly records no associated vehicle. Although the ledger carries a HOX flag, no supporting exposure or confession was recovered, so that flag remains an unexplained database judgment rather than a demonstrated hoax.
