Cristóbal Muñoz Romero, described as a driver for the president of Cádiz's provincial council, reportedly encountered a strange light while travelling near Rota Naval Air Base at about 3:30 a.m. on 17 March 1974. He was driving through fog when a metallic-white light appeared above and to the right of his car. It moved toward the road, reportedly reaching a position about ten metres away. Seconds later Romero saw a humanlike silhouette more than two metres tall at the roadside. It appeared to wear a diving suit. A bright, cylindrical beam projected from the front of its collar; the witness said the beam could extend and shorten as though it had a definite end. The account does not describe a face, a conventional saucer or the figure arriving from the aerial light. As the car passed, Romero reported that its engine began failing and the vehicle shook strongly. Frightened, he accelerated away. The account is attributed to Vicente-Juan Ballester Olmos and appears in subsequent humanoid compilations. The location is also described as near Sanlúcar de Barrameda, rather than as an observation inside the naval base. The reported engine disturbance is not an instrument diagnosis, and the unusual beam does not establish a particular technology. The plate keeps the aerial source unresolved and retains the distinctive diving-suit silhouette.
