Case description

A 26-year-old graduate student in fine arts reportedly encountered an unusual man in downtown Cincinnati at 1:18 a.m. on May 23, 1978. The original International UFO Reporter account places her at Ninth Street and Central Parkway, stopped at a well-lit, one-way intersection. It classifies the report as a humanoid claim without a UFO sighting. The woman said a roughly five-and-a-half-foot man approached her car. He wore a black cape and long gloves, and his face reportedly lacked hair, ears, nose and mouth, leaving slit-like eyes. She accelerated away when the signal changed. Afterwards she contacted police, who had no matching reports, and took a sketch around local bars without finding another person who had seen him. The primary journal therefore documents a follow-up effort, but no independent corroboration or physical evidence. A masked person remains an ordinary possibility raised by a later source reviewer, rather than an established identification. No spacecraft, physical contact or abduction appears in the account. The plate shows a representative driver and near-featureless caped man; the precise street layout and witness likeness are illustrative.
