BRIEF SUMMARY OF SIGHTING: Bright flying object with reported detail given by witness longer than 10 seconds. COMMENTS: Object traveling in Northerly direction at 700 mph with reported detail given by witness longer than 10 seconds. Obj descended to about 200 ft. and remained stationary for about 1-2 minutes, then rose again. Went silent and disappeared. COMMENTS: Sighting descriptive of balloon which had a leak and descended, then rose again, describing the appearance and movements coming from bottom of item. Rose to above 3,000 ft and disappeared. Circled and appeared to be attachment at 3,000 and yellow seemed to disappear. Item moved to high speed and disappeared. We noticed two small green lights flashing intermittently on the under side, but no other lights were visible. It departed in the same direction as it came, and ascended very rapidly, climbing at an angle of about 80 degrees.
