Case description

An unnamed woman reported seeing a silvery object while walking her dog near the junction of Highways 7 and 15 at Perth, Ontario, shortly before midnight on 12 December 1969. She contacted police on 15 December. The report places her about three-quarters of a mile north of home, under a dark, cloudy sky. Her age and name are redacted in the recovered copy. She described something approximately ten feet across with a light attached, floating or drifting slowly at treetop level. After watching for a few seconds she became frightened and returned home. During a further interview, the officer asked whether it could have been a weather balloon. She accepted that a balloon was possible. No occupants, unusual body features or close interaction were reported. Constable K. A. Medford contacted the Uplands Weather Office, which explained that pilot balloons were released regularly, approximately eight feet in diameter and equipped with a small light and instruments. Forecast winds and weather were consistent with one reaching the Perth area. The officer concluded that the object was a weather balloon and did not forward a sighting telex because the report was delayed. No recovered balloon was presented, so the conclusion rests on the description and meteorological check. The plate follows that attributed identification with a balloon, light, representative observer and dog.
