On 19 May 2013 around 00:30, several people on a first-floor balcony in Évreux saw 6–8 yellow-orange balls pass silently from the horizon towards the south. Facing north, the reporting witness first saw them to the northwest and watched them recede southwards. The Météociel record for Rouen showed cloudy skies and a northeasterly wind following rain under a northerly wind.
GEIPAN considers the account entirely consistent with Thai sky lanterns in appearance, duration, windborne movement, and a time and day of the week compatible with the end of a party. It notes that light rain is unfavourable for lanterns, although they can still fly in a few drops of rain.
The case is classified B: probable sky lanterns.
