On 23 August 2016 at about 10:00, a witness on his roof in Narcy (58) was alerted by a roofer to a very bright object in the clear sky. It approached them, then changed direction and disappeared at the horizon. No sound was heard. Only 1 account was collected.
The witness thought it moved rather like a balloon in the wind at an irregular speed. GEIPAN explains that the direction change could result from highly variable wind that day, particularly around 10:00, as shown by Infoclimat records for Vinon and La Marche.
The impression of high speed is necessarily subjective because the unrecognised object's distance could not be judged. GEIPAN reasons that it was probably round, since otherwise wind-driven rotation would have produced flashes. It could have been a child's balloon.
The case is classified B: probable windborne object, particularly a child's balloon.
