On 12 April 2017 at 14:00, a witness saw a very bright round shape move slowly through a clear sky. He filmed and photographed it. Only 1 account was collected.
As the witness suggested, it may have been a radiosonde balloon. Contacted on 27 June 2017, the Brest-Guipavas weather centre confirmed twice-daily launches at 11:00 and 23:15 UTC. A balloon released at 11:00 UTC could very plausibly have reached Saint-Brieuc by 13:50 local time. Such balloons can reach 20 km altitude and are not governed by ground-level wind.
GEIPAN classifies the case B: probable Météo-France radiosonde balloon released from Brest-Guipavas.
