Case description

On 19 February 2022 at about 12:15, a motorist in Saint-Junien (87) saw what he called an unconventional aerial phenomenon or singularity. Beneath a very cloudy, low-ceiling sky, he noticed 4 stationary lights of extremely intense white that appeared to twinkle or pulse. He also perceived a matte silver-gray segment of material emerging from the clouds where the lights appeared. His dashcam recorded the observation as part of its continuous recording of his journeys. GEIPAN judges the evidential strength good: a single witness but dashcam footage. It considers breaks in the clouds probable; see the investigation report. The video is fully consistent with this explanation. The perceived twinkling and matte silver-gray segment were probably effects of changing illumination and movement within the cloud layer. The footage shows the UAP intermittently well before the witness reached the roundabout, indistinguishable from other cloud openings. GEIPAN classifies the case as B: very probable observation of breaks in clouds and sunlight reflected within them.
