On 24 May 2023, a witness in his garden in Rouen (76) watched a large white point of light for about 3 minutes. It moved silently and steadily in a straight line from northwest to southeast. He was the sole witness, and only 1 account was collected. GEIPAN considers the evidential basis good, since video supplemented the single witness's account. Its consistency criterion refers to the amount of reliable information collected for an account. The investigation finds that the phenomenon's physical appearance and movement match the International Space Station (ISS). Its point-like shape, color and star-like brightness fit the ISS, as do its straight path and constant speed. The azimuths of appearance and disappearance, maximum elevation, observation start time and visible duration were checked with CNES's Space Surveillance Service and match the ISS orbital data for Rouen. The witness's video also confirms the appearance and straight-line movement. GEIPAN classifies the case A: observation of the ISS.
