On the evening of 22 June 2025, a Paris (75) resident, T1, was watching the sky from his terrace when an intensely black object attracted his attention. It was at an approximate bearing of 265°, with an altitude he estimated at about 3,000 feet. Moving slowly eastward, it appeared to behave unusually: its shape alternated between a single solid-looking form and 2 apparently distinct spherical volumes. T1 initially thought it was a tarpaulin carried by the wind. Its changing shape, suggesting continuous transformation or separation into 2 connected parts, then led him to consider 2 large balloons tied together. He photographed and filmed it. His partner, T2, also witnessed the end of the observation.
GEIPAN considers the case only slightly unusual, with a good evidential basis: 2 witnesses but only 1 account, plus photographs and video. Its investigation identifies 1 balloon or several tied together; see the investigation report. The appearance and T1's description support that explanation, and the apparent path closely matches the wind direction at the time. The investigation could not determine the exact origin or whether the balloon or balloons had been deliberately released or accidentally lost. GEIPAN classifies the case A: observation of 1 or more windborne balloons.
Under GEIPAN's criteria, evidential consistency means the amount of reliable, objectively supported information collected for an account.
