Official source account — 2021 annual report, printed page 40: A Florencio Varela witness recorded a moving luminous pattern on two occasions, including an observation lasting about three and a half hours. CIAE compared the repetitive motion and cloud conditions with a mechanically operated sky-searchlight. Confirmed cloud cover would provide a surface on which its beam could form the observed pattern. The agency considered reflected searchlight illumination on cloud bases the supported conventional explanation.
