Official source account — 2016 annual report, printed page 15: Agustín Castillo found a white mark while reviewing a Buenos Aires photograph dated 29 June 2013. CEFAE interpreted it as a defocused particle on the lens, brightly illuminated when the flash fired. It proposed that earlier contact with a finger or another object had smeared the particle across the lens. The witness had not seen or focused on a corresponding object in the scene before taking the photograph. The summaries distinguish reported observations from the agency’s proposed explanations.
