Official source account — 2021 annual report, printed page 33: Emanuel Ayala saw and filmed more than twenty similarly sized objects over Rafael Castillo. CIAE compared their shape, colour and drifting behaviour with a group of helium balloons. IPACO analysis revealed a short hanging string beneath one object, strengthening that interpretation. The agency classified the case Type A, preserving the observed group while attributing its appearance to released balloons.
