Case description
The recovered original is a personal administrative letter dated 25 November 1976 from Pelotas, Rio Grande do Sul. Luiz do Rosário Neal addressed Lieutenant Colonel Durval Osvaldo Tomczak at the Air Ministry’s General Staff operations section in Brasília, replying to a letter of 8 November. The source does not report an unidentified aircraft over Pelotas or an encounter with its occupants. Its date and place identify correspondence within the history of Brazilian UFO research.
Neal offered to act as intermediary for contacts the Air General Staff wished to establish with Dr. Walter Buhler and Professor Guilherme, or Willy, Wirz. He expected to be in Rio de Janeiro with his family by 20 December for the end-of-year holidays and intended to contact Buhler personally. He would also try to obtain Wirz’s current address in São Paulo. These are proposed arrangements in the letter, not proof that the meetings subsequently occurred.
The writer asked Tomczak to contact Lieutenant Colonel Messeder at VCOMAR regarding possible air transport to Rio and said he would go to Canoas after receiving a reply. He also intended to obtain for the General Staff a copy of the SBEDV’s Special Bulletin 1975 concerning forty Brazilian extraterrestrial-encounter accounts. That publication title explains the occupant language in the imported metadata; it does not make Neal, Buhler or Wirz witnesses to a new encounter on 25 November. The archival illustration accordingly shows a period correspondence scene, with unidentified facial likenesses and office details explicitly illustrative, without adding a craft or beings absent from the document.
