Case description
This Brazilian archival item is an intelligence document about a planned ufology conference, not an account of an aerial encounter. The recovered three-page original is Confidential Information Report 127/400/88, issued by the Air Ministry’s intelligence secretariat, SECINT, on 15 August 1988. It concerns the First International Congress of Ufology, advertised for 3–7 September at the Hotel Rio Othon Palace in Rio de Janeiro. The imported 3 September date refers to the planned opening of that meeting, not a sighting date.
The report records the organiser, alternative hotels, quoted accommodation charges and registration arrangements before listing prospective international and Brazilian speakers. Its names and claimed professional connections include several apparent spelling distortions. Those descriptions are statements within an intelligence compilation; they do not independently verify a speaker’s employment by NASA, the United Nations or another institution, nor establish that every listed person attended. The source is valuable as evidence of what the military office was collecting about the advertised event.
The final page lists ten proposed subjects, ranging from social and scientific aspects of ufology to Indigenous traditions, religion, parapsychology, ideological questions, extraterrestrial contact and the controversy over alleged Majestic 12 documents. These topics explain why occupant-related words appear in the catalogue, but they do not describe beings present in Rio. The source supports administrative monitoring of a conference, without a reported craft, landing or witness encounter. Its illustration therefore shows a labelled period office reconstruction centred on the conference memorandum rather than manufacturing an alien event from a CE 3 metadata tag.
