Near Montes Claros — white lights reported circling counterclockwise

On 13 September 2025 at 23:30 Z, four observers reported two or three white, star-like lights near a navigation fix on airway UZ61, described as near Montes Claros. The sky was clear. The lights were close together, moved rapidly and appeared to circle counterclockwise. The form gives an estimated distance of five nautical miles and flight level 360, with an observation duration of about 40 minutes. No observing equipment or physical recording was reported. The sound and trail answers are negative. The second page adds no narrative about the event’s ending. CINDACTA I received the communication at 01:00 Z on 14 September. The locality description and the state abbreviation on the form disagree, so the Atlas retains the reported locality without assigning an unverified state or map coordinate. Source review: Two pages visually reviewed. The UF field says BA while the locality says near Montes Claros, normally associated with Minas Gerais; no silent geographic repair. Sound is marked N, but the adjacent intensity field says strong: not evidence of a heard sound. The phrase “constant contact” describes duration, not communication with beings.
