A form dated 29 September, with 2023 supplied in its communication entry, records two observers seeing lights during a flight written as SBVT–SBSD. The occurrence time is entered as 20:00 Z and the duration as 16 minutes. A pilot described two lights resembling aircraft headlights moving eastward relative to the aircraft. The lights crossed during the observation and then separated. The form gives estimates of 30 nautical miles or less between them, about 100 nautical miles from the observer, and flight levels 250–300. The sky was clear with a higher cloud layer. No sound, trail or parallel effects were reported. Video was said to exist, but the downloaded dossier contains only the report form. The communication entry gives 29 September 2023 at 01:30 Z, which conflicts with the occurrence time. These clock entries remain unreconciled.
